Q: can this receptacle be used with a 60 amp breaker?

I believe the circuit breaker must match the amperage of the receptacle otherwise the receptacle could overheat and cause an electrical fire. I would not do it. I used a 50A breaker with my 50A receptacle an have zero issues with my set up.
