Will this work with a 15,000 btu dometic?

Works with my 15k and 13.5k. They are both newer models though.

I do not have ventilation opening I can place it inside my cargo van?

This is just the control unit and air vent to be used in conjunction with the unit on the outside on top of your roof. The outside roof unit alone weighs so much that 2 very strong 30 year old men had a hard time getting it in place on top of my RV. I’m not sure what the inside part of the unit weighs, maybe 30 lbs? I don’t know if the cargo van roof would be strong enough for both units. You have to have both. It’s a Ying Yang situation. One will not run without the other. It’s also extremely loud and idols not recommend them at all.

Is this a a/c unit itself

No it is only the indoor ceiling cover for it with the thermostat control. You need to have the outside roof unit as well.
