I like this filter because I can open the drain into a clear plastic bottle and inspect the contents for water. **Q: is this filter similar to the napa 4006 filter?** A: I suggest you contact NAPA for this question. Because I am not familiar with the napa 4006 filter. I have been using the 3123 for over 15 years. It is an outstanding filter. **Q: How does the drain work? Open it and water runs out? This would be for a conversion project. Thanks.** A: Yes, it is a fuel filter/water separator. It works well. I believe it is 12 micron. I use it as a prefuel filter before getting to the oem filters. I've been using these filters for a while on customers vehicles. Since doing so I never get any water out of the oem separator. Sometimes the drain cock on the filter gets plugged with debris and will not drain.
