Q: Is it clear? Thinking of trying this with sandals.

Not clear. You can spray on bottom of feet. That's what I do and it prevents stinky, sweaty feet. Good stuff!

Q: Can it be sprayed inside of shoes?

LOL! I stopped wearing certain flops and thongs because of the stink from sweat and yes, it is you, not the materials. It's bodily fluids, sweat!! I did spray my flats but wasn't that effective, and always powder inside shoes. Dr. Scholls. I found some flats that do not cause the stink dilemma and the company is Sensi (Amazon carries). They are made in Italy. Some of them don't last a long time, but don't care. They are fabulous and because they are all ventilated plastic, never absorb bodily fluids like so many other materials do; I wear them in the shower to clean them. Look them up. That's all I wear now. Had to throw all others away because of the stink.
