I would like four more sliding 11-pin pieces.

Are the clothes pins removable or at least can slide?

They can slide along the poles. There is 4 connected rows. I find it useful to hang adult and big kid clothes on them. And i bought individual clips, for toddler clothes and smaller items or more adult clothes. I really like it. I have a small laundry rm and a strict homeowner's, no outdoor clothes lines.

I do not have the manual handy but the whole thing goes up and down as needed and as far as how close it can go to the ceiling when up I think that it is 5-6 ''. I personally never brought it all the way up because I do not need it up and also because I can not do that even if I want to (an edge of a cabinet behind is blocking the movement toward the ceiling)
