I ordered several boxes and one came with only 1, not 2 nipples. What is the best way to proceed to be able to get the full order of 2 as advertised

contact amazon customer service, look in your "orders" area and tell Amazon you did not receive everything and proceed from there.

What does the ring say - level 1 or level 2. I bought stage 1 bottle but the nipple says level 2?

The ring of the bottle stays the same regardless of what level nipple you have. I don't remember which is the first one you use for a newborn which is a slower flow I believe and the higher the level the easier it is to suck liquid from the bottle. But the ring is the same regardless of the nipple size.
