They are 90 degree, so you can use them as you need, inward or outward. just keep in mind the space you have.

What are the cutout instructions or does int come with a cutout pattern?

Mine did not come out with cut out instructions or a pattern. However it was not too hard to trace the outline of the hinge onto my door.

What is the material of construction? Are these appropriate for outdoor use?

seems to me like a cast aluminum. Not sure what the ratios may be to obtain a 40 lb hinge.
