Can you have these constsntly plugged in to the usb? or do you have to unplug them when fully charged. i don't want them for a bottle i want them for.

Yes. You can leave them charging in the usb if you so desire. They are lit all the time when charging

How many sets are included in this package?

The set I purchased had 3 usb rechargeable lights we have put them in 3 frosted glass bottles and they look pretty good

do the lights just stay on and don't flash as I do not want flashing lights, just permanently on

The lights are static. Just go out when you turn off or charge has run out.
