Yes it does. It is under the bag, although I've never tried it in the rain, it looks good. It is a nylon type material that appears to shed water. The bag is quite large and sturdy, and the cover surrounds the whole bag.

Will this bag fit a 15.6 inch hp elitebook along with the cameras?

It fits my 15" MacBook fine and iPad so your hp should fit fine

Does this fit in carry on for flights?

Yes it does. But smaller flights may not be able to fit this in overhead bin.
