Can you use this as a moisturizer?

I have oily skin that gets shiny a few hours into the day, yet I'm in my 40's so I want to err on the side of moisturization.  I do like this as it, within minutes, reduces any redness from irritation.  However, even after I apply 3 thin layers of this product, I still feel like my skin is tight and not moisturized enough.  I still LOVE this product, but I followed it up with The Ordinary Rosehip Oil which seems to add the extra moisturizing that I need.
