Titan Master Cylinder Assembly for Model 6 Drum Brake Actuators #1777401

Cylinder did not have mounting holes threaded so it could NOT be mounted. Someone at the factory skipped this important step in the manufacturing process. To me, this is a manufacturing defect. I was charged a $17.94 RESTOCKING fee. How do you restock a product that has a defect? I would mind paying a restocking fee if I was returning it for some other reason. But to pay a restocking fee for a defective product is absurd.
