No, this is not a dimmable power supply. You would need to use a dimmer or controller that works on the DC output side.

Q: I see that the size is 5.8 x 1.2 x 1.6 inches. Is that the size of the actual transformer or does that include the wires as well? We need 3" x 2".

No, that's the size of the case excluding wiresThe wires are really pretty long maybe you can hide the transformer and run the wires to whatever you need to (?)

Q: Can I install this inside wall? I believe so but one of review is saying "do not put in the wall", unclear what it means

I put It inside a wall, but I didn't leave just hanging either! I put it inside a outlet box, and covered it with a blank face plate so I could have access if need be.
