Does it come with a remote, battery and battery charger?

This is a kit that requires assembly, not a ready-to-run (RTR). Doesn't come with remote, receiver, ESC, motor, servo, battery, nor charger. Also body panels will need to be painted. The ARTR is the pre-assembled version of this with pre-painted body panels--still no electronics/battery/etc.

No, the frame is plastic with some aluminum parts

This is a kit, and includes no electronics. You'll need to choose waterproof components to finish it. We recommend Hobbywing ESC/Motor, and Savox servos.
