Is the horizontal rod adjustable vertically? What is the minimum/maximum width of the horizontal rod?

The rod is about 29" stationary horizontally (width).  You can adjust vertically for the length of your clothing.  Mine is set at maxim hanging length of 33" from the closet rod. So if you have shirts that hang more than 33" they will drag.  Works best if your closet rod is set high.

Question 2

How much weight will the bottom rung hold (approx) or how many blouses/jackets/etc. will it hold?

I have about 45 shirts and 6 jackets. It holds really good and is very adjustable both ways. I have it set with my childs clothes on top and my clothes on the actual rung. Im a big girl so that means extra material extra weight.lol.

Question 3

The ad states the height is 22 1/4 inches. But 22 inches doesn't leave enough height on the main rod to hang even a tank top.  Am I missing something?

Hello, the hook to the top of the rod part is 4inches. At the base of hook to vertical rod (The top of the rod part to end length) is approx. 31inches. The horizonal bar can be placed anywhere along the 31inches (there are two plastic clips that the horizontal bar will use as grip). If you put the horizontal bar on the last inch -you can fit up to 30inches above the horizontal bar. With that said-i would definitely hang the lighter clothes on the horizontal bar (bottom) cause the plastic clips do slide a little and cannot hold a lot of weight (definitely not alot of weight the wider you set it). I would say 30 1/2". The length of the vertical rod is 32", but one must allow 1 1/2" for the horizontal bar attachment.
