can this be wired to a plug or does it have to be hard wired?

There are 2 wires coming out of this bell. You could attach a plug to those 2 wires but what would you do with the plug then? If you plugged it into a 120 volt outlet it would just keep on ringing as long as it was plugged into a live 120 volt outlet. I don't understand what you are looking to do with this.

Can you use a 12 volts DC power cord for this bell?

No. The bell operates on 120VAC

Can this be hooked up to well pump to ring when the pump comes on and will it shut off when the pump shuts off?

It needs to be wired to get an electric signal for the on and off signals. This only sounds an alarm when getting a signal.
