Where to fix in car? in the 12v cigaretter lighter socket?

Well it can be fixed anywhere, but you need to make a space for it, it will not fit by default. wires need to be connected to battery or cigarette lighter port connections. If you have proper cigarette lighter port we recommend you to buy cigarette lighter port type voltage meter, do not purchase this.

Will this be helpful and Can it be installed on a Harley Davidson ?

This meter will display the voltage and the % capacity of the connected battery. From this you can access the condition if the battery. However it is not designed for an outdoor use but if you can prevent it from exposure to sun, rain and wash water by providing a suitable enclosure you can use it anywhere.
