What size hole do I drill for the #12 plastic anchors?

Kinda depends on what your wall is made of. I usually just get the drill bits out and find a size that looks about the same as the thickest part of the anchor. If your wall is "soft"--old drywall, lightweight pressboard panelling, etc.--go for a snug fit to discourage the anchor from rotating when screws are put in. If what you're hanging is heavy, you may want to use a butterfly anchor that opens up inside the wall.

How do I use this with a whiteboard that has a metal frame?

You can attach the cleats to the whiteboard with 3m vhb double back tape.

Can't help you with this question, but suggest you look for a source on Amazon that provides long strips of the hanger. Just cut them to whatever size suits your needs. A metal extrusion company in your town may have something like this already in their racks--or can bend to your specification.
