It does not. It keeps your spine cold for a little while. That's about all it does for your spine

Q: Are the straps long enough to allow for it to be worn over a motorcycle adventure jacket?

Not sure what kind of jacket that is...but I wore it over my columbia rain jacket with layers underneath.

I googled it and it says it is BPA free. But it doesn't say it in the Amazon description. I hope this helps.
