Quality
This hole punch is Chinese. The sheath it comes with has Chinese letters on it. That said this thing is awesome. I bought it to use in my drill press but didn't even need to. It is sharp! I've punched 1000s of pages with it now. I just flip a notebook upside down and drill holes in sheets where I want with my hand. Works really good. 50pages at a time. I imagine the drill press would make much shorter work of it though.

Very sharp and works well manually
I don't have the machine that this should work with, but it's great. I just punched through over 50 pages using a 3d-printed guide and hammering the punch drill as if it were a nail all through the pages. It worked great.Be careful, it is very sharp.
