I was wondering what the dimensions of the tester are? The description says 2" x 3" but it doesn't appear that small in the picture. Thank you.

The meter in the picture is, indeed, the GMT-319. It's dimensions are: HEIGHT (5 3/4"), WIDTH (3 3/4"), DEPTH (1 1/2").The dimensions you list in your question, however, are for the GMT 312.And I own both meters.

for voltage measurements, does it need battery to operate?

It shouldn't need a battery for voltage tests. Battery is needed for continuity testing, and resistance testing. This is a theoretical answer. I haven't tried using it without the battery.

if i want to test 110v or 240v , how do i set this meter?

To the right of off is the AC display turn the selector nob to 250v AC then you measure the 110v/240v respectively and don't exceed 250v at that setting
