Can these be painted?

They are a shiny plastic. There are two clear pieces that protect the pictures. They slide out and you could spray paint them very easily. I'm not sure how a paint by a brush would look though.

Can you tell me if the clear plastic has a film that needs to be peeled off? They are have a hazy blue tint and appear scratched.

No-the plastic clear photo covers do not have anything to pull off-with photos it appears clear and unscratched.

Are there clear inserts for the frames (to protect the pictures and hold them in place)?

Yes, this comes with clear inserts. You can display photos on both sides if you want as well.
