Is this unit heat resistant? Could I safely mount it under a cupboard over a gas stove top?

That depends on a couple of things: 1) the distance between the light fixture and stove burners 2) where the oven vent is located relative to the stove top 3) whether or not the light fixture will be located relative to a range hood, if you have one. With proper heat ventilation, you shouldn't have a problem with mounting it over the stove.

Can these lights be plugged into a switched outlet, and leave the switch on the lights always on?

Yes, they can be plugged into an outlet and you can turn the light off and on, the switch is on the side of the light. So yes you can leave it in the on position.
