Yes there just the right size. There not to big to we're they don't look nice. The 4mm are just perfect .

Personally I wouldn't use a bicone. Perhaps a rondelle? When designing embroidered collars I try to stay away from bicones. Good luck.

for braclets for babies i would go a bit bigger beads like 6mm and in round shape

This hole size is very small at 0.6mm / 0.024". You would need to be using thread not yarn for these beads.
