After a lot of reading up I found the MCUFRIEND_KBV library supported it the best to drive this display. Adafruit gfx will work for the graphic side of things. I have connected it to an arduino mega and now its up and running the screen looks very clear and the touch screen works a treat. Review: resources rubbish but good display - I used my ILI9163 driver I wrote for STM32 429ZI using FMC. I just commented out the frame rate setting. Works well. Be warned, finding resources for this display is tricky. The touch screen is NOT spi, it works same as Elgoo i.e. anaogue resistive but the wires are YP LCD_WR, XM LCD_RS, YM LCD_07, XP LCD_06.
