Wifi n300 (gpl-1200wn) will this item work from a different circuit than my wifi connector is on?

These adapters work across my home, two dozen circuit breakers on two phases. Can’t attest to everyone’s home wiring, but it works anywhere in my home (2 floors, 1999 construction, 2500 sf)

Why am I not able to get the advertised speed?

Advertised speeds are the industry standard numbers based on the chip technology. For example, "2000Mbps" means that the hardware has a 2000Mbps PHY rate, allowing consumers to compare various manufactures with an Apples to Apples comparison. Real world speeds are considerably less, sometimes only half the PHY Rate. And each person's experience will depend on all of their environmental factors, like obstructions, competing/interfering other signals, and distance.

Will these units work if plugged into a UPS system (battery/surge protector) or do they have to be plugged into the wall outlet?

Yes. I have one plugged directly into my UPS and it works just fine.
