Is it safe to plug it in indoors and use it outdoors?

You can use it indoors. A regular heating pad you buy at a drug store gets much warmer, so ya it's safe.

Is the plug safe for outdoor use?

if you mean can rain get in it, the answer would be no. However, i have this in use in my outdoor greenhouse, though covered by greenhouse plastic. if you are concerned about the weather, i found this thing at Home Depot by the Christmas lights. it is a hard plastic tube, that has a soft rubber on the ends, and is sliced in half lengthwise. you can put a plug down the middle, and close the tube around it making it pretty water tight. i bought several for areas around my farm with plugs that are outdoors. This would work if you are plugging into an extension cord. (My friend uses her heat mats on her covered patio. not a concern there either. but, if exposed to rainfall, I suggest looking for that cord cover i described above. (It is sturdy. not flimsy.)
