Could this be mounted outdoors in ny ? e.g. temperature range ? to pull a church bell rope, in a small bell tower

I think it would depend on the weight of the bell and the length of pull needed to make the bell ring. I used it for a rope with a skeleton attached to it ( prob 5 lbs at most) but to get a good swing had to add an extension arm. As for outside, I live an AZ but did house mine from the elements in a small box. I think it would be wise to do so. If it is not working continually it should need a little lubrication once a year. When stopped, will the arm lock or will it drift?

No. There is a gearbox that provides a lot of torque to the drive arm and it is almost impossible to move it by hand. There is a very slight bit of momentum when removing power but then it's pretty much locked.
