I see a lot of customers having a problem with the product condition upon arrival. Is this a brand issue or a seller issue?

In the past it looks as though many of the batteries sold were through 3rd party resellers so there's no telling about quality control. I noticed recently that Interstate started selling direct through Amazon so I would expect the freshness and quality to be higher now than before. So, seller issue is where I land for now.
