Nothing keeps you warm in Wisconsin winters.

No it is not, but son hasn't complained about the bulk yet.

Q: Is this a waterproof jacket?

I dont think so. It was great for the winter here in VA though. Kept my son warm while he played for hours out IN the snow.

Q: Does this jacket run large or smaller?

It runs slightly smaller-pretty much as I expected. Very toasty warm!
