Is this the set i need if i don't have a silhouette or cricut? like if i want to add foil to something already made, is this what i want?

Yes. This is a freestyle pen that works by plugging it into a USB port. There are three other tips available in the freestyle pens: standard, bold and calligraphy. They work with the heat activated foil paper. A sample is included in the set. I have purchased them all and have tried them out. What a game changer! I love the look it gave to my project without having to invest in a big machine.

Can I use this on other materials, like metal or wood or plastic, not just paper?

Yes, i have tried it on many things (wood, painted wood, various fabrics) and it worked, but i have not tried metal

Can you use it on glass also like say a wine glass or glass block?

This is intended for smooth paper products, so we don't recommend it on glass.

How hot does pen get?

Curling iron hot but it’s well protected with the rubber grip which also prevents it from scorching the surface it’s resting on while not in use.
