Does this filter have to be mounted vertically to work correctly?

No. Any orientation. Will work. It passes air though the roll the length of it. It makes no difference. Ideally the t is on the bottom, much eiser to service one handed.

Is there a motorgaurd 1/4 air filter

Amazon offers both models. You can buy it with 1/2" inlet-outlet, or with the 1/4". If you buy the 1/2" and get 2 adapters ($4.68 at Lowes) you have optionality.

does this go before or after the Regulato/ filter I have

Theres a bit of an issue using filter after regulator. If you get any particles in system it will mess up your regulator unless you get a regulator with oil/water seperator
