Yes, there are totally 4 rectangular cutouts, which is for you to connect the frame. Two are separately on the two vertical bars, and two are separately on the bars frame which is stick with suction cup. Please check if you received the right bars, if not, please feel free to contact us and we will send you the replacement.

A: Probably u can ask the manufacturer to get a replacement.

**Q: what are the inner dimensions of the plate basket?**
A: the plate basket inner measurements are 11 1/2" long by 10 1/2" wide by 3" deep. I don't use plastic type plates. Just glass and stainless drinkware. The baskets won't hold a lot of weight. Wouldn't recommend heavy pots and pans.  There is a width adjustment for single or double sinks. And, you can adjust the height low or taller.

This rack is very sturdy and holds everything securely. Easy to assemble, fits well over the sink, and saves a lot of counter space. Only downside is that I realized I need a bigger one — but the product itself works great.
