From what I can tell it is a thin, oily lotion that has limestone in it to neutralize the acidity. Apparently used instead of baby wipes, which are water based. The lotion is wiped on to clean and residue is left on. Unlike a wipe that leaves a little wet on the skin, this leaves a light, protective, neutralizing, breathable barrier. I love it because when we had to deal with diaper rash, wetness was always an irritating factor and no matter what cream I used, if I didn't get the area bone dry with a blow dryer first (impossible with travel) then putting the regular creams on the rash did nothing. This was the first time that I felt like I was able to treat the rash on the go.
