Yes, it is. Solid hunk of metal.

How does it work in dirt?

It won't...what I did was get a piece of steel pipe. I marked where the bolt needed to be to close gate...then I hammered the piece of pipe into the dirt to create a strong sleeve for the bolt to lock into...

Will this work on a round pipe (chain link gate)?

I would not recommend, mounting brackets ore designed for flat surface.

Can this install on Vinyl gate to temorparity hold it open?

Yes!! I have a vinyl gate and it works perfect! Even in windy conditions.
