Q: Is this lotion good for mite or insect repellent?

yes neem is anti fungal also but I live on the coast & bugs are bad here . I use neem lotions to help with the itching of the bug bites & it definitely helps me . neem is also good for most skin issues . as well if you apply the neem lotions prior to going outside this helps deter the bugs to not bite

Q: Is there a safety seal on the pump?

If you mean like a milk bottle does, no. It was wrapped with a heat seal type product over the pump. Mine leaked in transit anyway. Hope that helps.
