Q: what are the rc frequencies - can two or more be used together?

All if not most all RC vehicles on the market today are 2.4 gig and yes you can run as many as you would like

Q: How do you charge the batteries?

There is an RC USB charging port you use a charging cable included with unit but it is short I use a lipo battery pack to charge mine because I can set it right next to the unit

Q: How hard is it to use for a kid? I see it says 14 and older but i don’t understand why. Can someone explain please?

Not sure why age 14, but I think a user should be reasonably adept at running RC cars. In my experience, the Ducati is quite fussy about the operating surface. Cracks, stones, dirt, even non-smooth asphalt all tend to upset its balancing mechanism. Maybe it would exceed younger kids' frustration tolerance.
