Does the package say it can be used outdoors (in damp or wet conditions) ???

"the package" - I think was a clear plastic bag with a label from a parts bin.

Can it be used outdoors...? Well, if the receptacle is outdoors - hopefully, it on a ground fault circuit - so, it probably won't matter.
The plug end is probably going to be plugged into a receptacle that is inside somewhere - the socket end will be more of an issue.
The socket can lay on the ground (in the grass).
Here again, a ground fault circuit breaker can be a great life extender.

Also, bear in mind, any plug or socket can be weather-proofed by filling the innards with Plumbers Goop (or any type of RTV compound).
I could be over generalizing. There  may be a conductive RTV compound out there... Stick with Clear and it should insulate.
Don't use anything that says it can be cleaned up with water. Don't use any type of latex chalk. The latex stuff will corrode the contacts.
Once all the inner metal pars are coated - That's about as good as it's gunna get.
It's more messy - and, there's some drying time - but, you are covered for any contact corrosion on the inside which can go un-noticed until it burns up.
The prongs will still be an issue.
Water accumulating between the plug and receptacle can still be a problem.

I used 14 gauge but I saw in a review a customer used 10 gauge for a pellet stove and worked fine for them.

Will this work for a 115v/15.65 amp dryer

hmm...
Your local fire chief and homeowner's insurance agent would have me say - no...  15.65 Amps is greater than 15 Amps/
The plug is stamped with a 15 Amp rating.

Now, that's not to say that it "won't work" - at all... It's just that you might want to sleep with one eye open (or, at least, one nostril open) - with fresh batteries in your smoke alarm.

This is more than just a plug issue.
You should have this appliance on a 20 amp circuit breaker with no other appliances.
Changing the receptacle to a 115V / 20 Amp type would be a good idea, too.

Things to consider.
The dryer may not limit itself to 15.65 Amps all the time.
That could be an average value - after it has started up and run for awhile.
A cold start could pull more than 15.65 Amps.

Now, this particular plug is a good solid plug.
Great for lamps, fans, etc..
I'm sure that there is a little over design.
It would probably handle 15.65 amps fine indefinitely.
but,
It's not the most robust 15 amp plug out there.
There are others considerably more hefty, that accommodate larger cables.
The size of your appliance cable could be an issue, too.

Caveats:
Let those survival instincts roam free.
Don't approach projects like this with a minimalist's attitude.
If you need 15 amp plug - go up one size (aka 20 amps)
Don't settle for a cable that's rated for 15 amps - go to 20 amps.
Confirm that the house wiring is up-rated, too.
Confirm that the circuit breakers are greater than 15 amps.
Don't try to share what's left of that 20 amp circuit....
Putting a refrigerator/freezer on the same circuit is a really bad idea.
Even if the refrigerator/freezer claims to only draw 4 to 5 Amps - sooner or later - the start up current is going to pop the breaker.
You might not notice the thawed freezer for days.

but, 
technically, - if nothing else is on the circuit - the dryer will "work"  - but, you might not want to leave the room.
Electrically, everything will be hooked up fine.
But, the plug will probably degrade faster over time.

An up-sized plug would out last the appliance.
