Does this binder stay open flat?

yes, if you have artwork in the sleeves it will open flat

I'm looking for something to safely store my glass art. I usually use an 8 x 10 frame or smaller, would they fit?

We would not recommend this portfolio folder to store glass art. We don't know how thick the glass is that you use, so it's difficult to determine if it would fit well within the poly sleeves.

Am I able to put on sticker on the cover which is woven textured as mentioned? Thanks

The portfolio has a slightly pebbled texture, so it has less surface contact with a sticker, but the plastic material feels like a sticker would adhere to it. Hope that helps....
