I've have used them for my kids and gifted them to other moms. I've never experienced that. Possibly contact manufacturer and request replacement. Pacifiers have always been clear.

If my daughter is almost 13 months do you recommend 6-18 or 18-24?

I would definitely recommended 6-18 months. My baby is tiny, he was 12 pounds at 7 months because he was a premie but the 0-6 months started seeming uncomfortable for him, I think because he is an aggressive sucker. So the base seemed pushed against his mouth. We ordered up and they were much better.
