Yes it does come with a battery and charger. Very good product.

Does this come with the transducer and float?

No transducer but it has a float ,power wire ,battery ,and frame to mount gps on plus the bag

Will this work with the Striker 4c?. I intend to use it on a rental Jon boat...

Check the Garmin website. I believe they say it works with all striker models. But it has been a while since I've looked so don't take my word for it.

Is the suction cup in that kit capable of sucking firmly on wooden boat?

It depends on how smooth your transom is. Buy a cheap suction cup and see if you can get it to stick and how hard it is to pull off.
