Q: Will the controller be able to handle 2x 400w wind turbines (It appears to be able to handle up to 800w wind) ?

It can handle 800 watts max with batteries in series at 24 volts.

Q: Was working great, stopped working after big wind storm. panels, battery ok. tried disconnecting and reconnecting. what else to do? thanks!

Well what i would do is first start testing i would check to see if the controller is bad if you have a different solar and a different wind controller see if the solar and wind are still producing energy if they are you may have damaged that controller and will need to replace 1 thing you might try take off cover and check if there any fuses or breakers have popped or any damaged components inside you won't hurt it any more than it already is then replace any damaged parts then I would consider installing a brake in-between turbine and controller incase you get another storm
