Q: Does anyone know what the bits metal hardness rating are? I'm assuming its cheaper quality and the smallest bit tips can break or wear out fast?

It's terrible quality. I stripped my T5 bit just putting the housing back on my Macbook. I would not recommend these.

No it does not. However, when dealing with such small screws and such, a rachet driver is not that practical (just my opinion).
