Does this red dot have a 3 moa or a 2 moa? i'm pretty sure they're only made with a 2 moa but your advertisement says 3

Many weapons sights are not allowed to be shipped outside of the USA. ITAR has the rules and regs and which countries. There are 30 countries to which you can export telescopic, holographic, reflex, red dot and reticle sight, other sighting devices that contain optical elements, laser aiming devices and laser illuminators — which are classified in ECCN 0A504.a through 0A504.f – without an export license. An approved export license is required for exports to all other countries, including Canada.

What would be a good qd mount for this?

The Romeo 7 I purchased came with a QD mount for the 1913 Piccatany rail.

Is the reticle etched?

This scope is a red dot. Etched reticles are on prism scopes.
