If what you mean by "doesn't catch" is that the rope doesn't rewind when you pull it to start, then yes. That's the exact problem I had, and replacing this part took care of the problem.

yes it should I installed one of these on a 5 horsepower Briggs and Stratton it works great

Riding mowers usually have a starter, so I'm not sure

Yes is complete, threads on may use flywheel holder and tool to tighten
