Both. But for a home gym. You will not find a more solid bench!!! Im 275 and bench 225 and up and this thing doesnt move, wiggle, or sway. Solid!!!!

Is this bench sturdy enough to do step-ups?

Yes but there is slight movement due to it be an adjustable bench...this why I also purchase their flat bench...which is very sturdy for step ups

what's the max weight capacity for this bench? i lift heavy dumbbells and it seems sturdy, just wanting to know about how much it can hold.

I'm shopping around right now and the description on Ebay shows an 800lb max capacity. It looks like a beast of a bench and I'm most likely going to purchase it. I like the wide platform in the back.
