Could these work in a camper van or caravan on electric hook up?

Yes in fact that's the reason I bought it for my caravan and its works well allowing us to chare phones while still having use of the plug sockets

My wall sockets are barely an inch above the skirting board. Will this mean these won't fit easily?

I would say so as the plug is the top most part of the plug and then hangs down by about 2-3 inches so you would struggle fitting this in. This might be more suitable for you..... https://www.amazon.co.uk/dp/B08RHS3JG1/ref=cm_sw_r_cp_apa_glt_fabc_T46AQ8CTCTF8PTTEB3AA

Are these surge protected?

I don't believe they are. There is nothing on the adaptor to say so either so I would say no.
