Q: Is this compatible with Yosemite 10.10.5 and Centrify on a government computer?

I'm not sure about particular compatibility but it works with the government smart card.

Q: I can't tell if the usb cord comes out? is there an app that will work with this card reader?

USB cord is attached and is not removable. There are many applications that work with this reader. Common uses are DOD CAC card and FIP-201 systems. All systems have a CMS (Card Management System) that controls the information and credentials on the card.
