would this fit a machine size of 650x250

I presume you mean the size of the ironing platform? Our Geneve model`s platform is 250 x 610, but the cover would probably stretch to 650.

Does this have string or elastic to keep it in place?

If you want your clothes turned blue, this is the one to have!

So disappointed with this. It is blue in colour and I have had more problems, using this over/pad, than anything else.Most of my 'Whites', have had to go back into the wash, with blue staining, coming off the cover, if there are any water drips coming off, your Steam press.Waste of time, money & energy!
