Q: Where are these made?

I don't know, and I wouldn't buy them again. They were poorly made.

Q: How well will this hold up to decoupage? How thick are the napkins?

I think perfect for decoupage. I purposely saved a few napkins just for this reason.

These were only napkins, no plates

Q: I'm new to decoupage and am wondering if the top printed ply can be used on both sides, I'm hoping to face the birds in both directions.

The printing is done on the top layer TOPSIDE of the tissue that makes up the napkin. I am guessing you try it, it might be a tad lighter. There are birds facing both directions on the normal TOPSIDE, I would let you know if the print was reversed on the other sections of the square, but I don't have access to these right now.
