How do they compare to Size 10 Quill mop brushes. I am looking for a size that big and wondered if this fits the bill.

I am unfamiliar with the 10 Quill mop brush. But if you think using one and not the other will make a difference in your paintings, you don't paint enough. This is a Pepsi or Coke thing. Either one will do the job equally well in the hand of the same artist. Both are amazing brushes. If price is a factor, definitely go with Zbukvic. If price is irrelevant, or you like to experiment with materials or you believe buying the right brush will elevate you game, buy the Kolinsky. Ira Glass has a great (2:00 min.) online video on the subject.

Are they too big for 1/4 sheets and 1/2 sheets?

From my point of view, they are just perfect for 1/4 and 1/2 sheets. You can use them to lay down the initial wash, as well as for fine details.
